Board President

Susie Hicks

Susie Hicks is a native Idahoan, who has lived in cities, but prefers small-town life.  Retired now, her career was spent in public service.  First, at Boise State University, then at the Idaho Department of Health and Welfare, and finally with the City of Mountain Home, where she found deep meaning in the impact of local government.  While at the City, Susie worked with the City Engineer as the ADA Coordinator, creating the ADA Self-Evaluation and Transition Plan as well as the Title VI of the Civil Rights Act of 1964 Plan for Mountain Home.  This work caused her to win the ADA Coordinator of the Year Award for the State of Idaho, and she was gifted with a brick at the Ann Frank Memorial Park.  Susie was Grant Writer and Administrator for the City of Mountain Home for eight years, obtaining Grant Administration Certifications from the Department of Commerce from 2012-2017 and bringing over $1 million dollars in grant funds to the City for road improvements, walking and biking trails, and transportation improvements.  Susie has served on the Treasure Valley Advisory Board since 2013 and is looking forward to serving as President this year.  She is a “true believer” in the importance of Treasure Valley Transit’s irreplaceable value.  After years in local government, Susie has personally witnessed the impact of affordable public transit in small-town Idaho.  It’s essential to many citizens’ participation in their local community and is often critical to their health and wellbeing.

 

Susie also serves on the Southwest Idaho Resource Conservation & Development Board and enjoys managing her Mountain Home mini-farm.  She loves time with her grandchildren and tending to her animals.  She also enjoys birdwatching, great conversation, and seeing the funny side of life.

 

Board Vice President

Brian Baughman

Brian Baughman works for the Hartwell Corporation as Vice President.  He joined Treasure Valley Transit’s Board in support of their mission to provide safe, dependable, and accessible transportation services to riders in our local communities.  He brings passion for the Treasure Valley and years of experience working with the business community and public entity representatives.  Currently he serves on the board of the Treasure Valley YMCA Annual Campaign and the Caldwell Foundation for Educational opportunities. Brian is proud to be a part of TVT’s continued serving of Idaho and looks forward to many years to come. When he isn’t working you can find him hanging out with his wife and two girls, trying to do some sports related activities in the midst of a lot of arts and crafts!

Billy Wingfield

Billy E. Wingfield is a Transportation and Safety Consultant with over 20 years of leadership experience serving primarily in operational and safety management roles within the public transportation industry. His commitment to service delivery excellence earned him several awards over the years, including national peer recognition as one of the Nation’s Top 40 under 40 professionals in the Public Transportation Industry by Transit Magazine in 2013. Billy is passionate about investing in his community, in 2019 he founded Idaho Rising Stars Inc., a non-profit dedicated to youth athletics and skill development both on and off the field. He joined Treasure Valley Transit’s Board in support of their mission to provide safe, dependable, and accessible transportation services to riders in our local communities. Billy earned his degree in Business Administration from Boise State University’s College of Business and Economics

Lindsey Harris

Lindsey is the current Executive Director for the West Central Mountains Economic Development Council. Lindsey is a 4th generation Valley County resident, who after many years living elsewhere and traveling the world (24+ countries & 4 continents), is proud to call this beautiful part of Idaho her home once again. She serves on the Treasure Valley Transit Board, McCall Ski Heritage Foundation Board, West Central Mountains Housing Trust Board.  In her free time, Lindsey loves to be outside with her MCPAWS adopted dog, Roma, and her family, whether it is skiing, hiking, mountain biking, or trail running. Lindsey is grateful for the opportunity to have a career she is passionate about and be able to help small businesses and local communities be the best they can be.

Brian Parker

Brian has worked as a planner in the fields of land use, transportation and housing in various parts of Idaho and Montana. He has a Bachelor’s in Economics from Boise State University and a Master’s in Bioregional Planning & Community Design from the University of Idaho. When not working, he likes to bike, ski, and hang out with his dog.
